An ICS (= InControlStatement) is a statement in which management takes responsibility for the quality of internal control within the organization. This means that the processes aimed at achieving the organization's goals are carried out in a structured and controlled manner. In other words: the organization is “In Control”. It forms part of governance and reflects good governance.
With an ICR (InControl Rating) of 1 or 2, management declares that the risk management and control system is adequately organized and functions effectively (where the operation must be demonstrably effective). With an ICR of 4 or 5, this level of certainty is usually not attainable. With an ICR 3, this depends on the specific situation and the underlying performance on the ICR objectives.
To achieve ICR 1, the organization must score an average of higher than 9 on all objectives. An ICR 1 indicates that the organization is approaching an almost optimal state of control and effectiveness and is therefore not vulnerable. In other words: the organization is highly In Control.
To achieve ICR 2, the organization must score an average of higher than 8 on all objectives. An ICR 2 indicates that the organization is well structured and is therefore less vulnerable. In other words: the organization is sufficiently In Control.
